There would be no 'recovery' mode in those older Mac series computers because
Apple did not have systems support online to download complete systems. Nor
could the Safe mode work IF the system has not been personalized on installation.
If the hard disk drive checked out OK and isn't worn out (portable computer hard
disk drives have a relatively short life compared to desktop computers) it would
need to be correctly erased and re-formatted to HFS+ Journaled.
The original media included additional applications the later full retail installer does
not have; those extras would be on other retail DVD media. iWork, iLife, and other
parts whose presence were on the Mac when new, won't appear there from the full
retail install DVD system disk. To restore the computer to its original system, what-
ever that may have been in your case, does require preparation. And good hardware.

And I've an iBook G4 12-inch 1.33GHz mid-2005 (last version) which shipped with an
original Tiger 10.4.6 on grey-label DVDs. One disk includes an Apple Hardware Test.
Mine had been running Leopard 10.5.8, not happily; so after occasional use, I restored
it to the original system and updated to last step of Tiger 10.4.11. I do have extras, on
CD and DVD media, so some of that which now is harder to locate online, I have here.
Also, because the older Apple batteries (had two) were from the Apple Recall/Exchange
program and unable to sustain adequate run-time, I bought a NewerTech battery from
OWC macsales online; after reading battery calibration instructions, have been using it.
The last version TenFourFox (FPR2) browser works OK with Tiger, and Leopard, in PPC.
So if you need a modern browser, that build is based on recent Firefox; and it's OK.
Not sure how to address your issues; because most Apple Authorized Service Providers
don't do much with those vintage and obsolete models of Macintosh, those who do may
surprise you with their per-hour tech fees. Because the iBook G4 is rather difficult to fix
the DIY online manuals such as iFixit.com for Mac (iBook G3/G4) may be daunting.

To find someone who can do the work 'correct the first time' can be less costly. Some
at distance who are equipped to do full-service restoration (logic board resolder, etc) are
still a bargain compared to similar local services. You could inquire of powerbookmedic, or

Is filmora for mac. These kind of shops can repair most any Apple. At least a portable is easy to ship.
